President: Paul Frey

Paul is an officer with the Grand Junction PD and is in his first year as CPPA President. (He's also treasurer for the Grand Junction POA.) Paul has over 30 years in law enforcement, beginning in 1973 with the Lake County Sheriff's Office. He joined the Leadville PD 18 months later and then on to the GJPD in 1981.  Paul's been an FTO, CSI and supervised the GI and traffic units.  He's currently assigned to patrol with collateral duties as the DRE coordinator and accident reconstruction team supervisor.

Vice-President: Andy McLachlan

 

Andy's served with the Pueblo Police Department over 20 years, was recently promoted to Deputy Chief.  He's a commander on the SWAT team, an explosive ordinance technician and bomb squad commander.  Before that he worked in narcotics six years, as a Field Training Officer and a Patrol Watch Commander.  Andy is also president of the Pueblo Police Benevolent Association.  You can reach him at: amclachlan@cppa.net.

Treasurer: Billy DeHart

Billy is a sergeant with the Colorado Springs Police Department.  His law
enforcement experience over the years has included dispatch, detentions,
patrol, street crimes, gangs, sex crimes and career criminals.  He's been a
CPPA member over 18 years and on the CPPA board the past seven (he just
finished a two-year stint as president).  Billy can be reached at:

Board Member:  Guy Thoms

Guy is a police officer with the Univ. of Colorado, Colorado Springs PD. He's been on the CPPA board since 1994 and served three terms as president.  He retired from the Pueblo PD in August 2003 after starting his law enforcement career in 1974 in Newburgh, NY, as a patrol officer and SWAT team member.  He transferred to the Pueblo Pd in 1978 and retired as a sector sergeant with additional duties as the Watch FTO Sgt. and firearms instructor. Secretary:  Dave Stassen

Dave Stassen is a property crimes Corporal with the Grand Junction Police Department where he has been an officer for the last 14 years.  Dave has served as an FTO, Crime Prevention Officer, EMS Instructor, and Patrol Rifle Team member.  Dave has been on the CPPA Board since 1995.   You can reach Dave at dstassen@cppa.net

Board Member: Alan Geary

Alan has been in law enforcement for over 29 years.  He started out as a Denver Police Reserve where he served for four years.  Alan then worked for the Cherry Hills Police Department for approximately six months prior to joining the Aurora Police Department.  During his 22-year career with the Aurora Police Department, Alan worked numerous assignments including Vice and Narcotics, Dispatch, Jail, D.A.R.T., Property section, Public Information Officer and Patrol.  Alan served on the Aurora Police Association Board of Directors for 17 years.  He has served on the CPPA Board of Directors for 15 years.  After a year and a half of retirement and missing law enforcement, Alan joined the Arapahoe County Sheriff's Department.  He currently is a Deputy Sheriff working part-time in the Fugitive/Warrants section helping with extraditions.

Board Member: Ken Espinoza

Ken has worked for the Pueblo PD for 16 years including 10 as a detective in the crimes against persons.  He was promoted to sergeant in February 2005 and is currently assigned to graveyard patrol.  Ken also serves as vice president of the Pueblo Police Benevolent Assn. and vice president of the local police union.  He previously served on the CPPA board.  You can reach Ken at: kespinoza@cppa.net.

Board Member:  Colin Low

Colin served on the Los Angeles County Sheriff's Department as a cadet in 1972.  He continued in law enforcement in the military until he was hired by the Colorado Springs PD in 1980.  He has been a Field Training Officer, Master Patrol Officer and Traffic Officer, Level III.  He spent a couple years as a patrol sergeant until assigned as the Traffic Sergeant for the Stetson Hills Division of the CSPD, where he is currently assigned.  Education includes a B.A. from Regis University and a Master's from Webster University."

General Manager: Carole L. Charles 

Carole has been with CPPA since 2000, as our accountant. She brings with her considerable experience working in the non-profit sector. Carole received her B.S. in Business-Finance from CU Boulder in 1994. She has served as a controller for an architectural firm from 1994 - 2000. She then began working with a number of local non-profits, and small business  as a financial consultant.   Carole's  main goals for the association are improving member benefits, public relations and professional of the association in order to better serve Colorado's law enforcement community.  You can reach Carole at cppa@cppa.net

Membership Coordinator: Skip Stogsdill 

Skip worked 19 years in publications/communications with the Fellowship of Christian Athletes in Kansas City and three with Christian Camping International/USA in the Chicago area.  He edited their flagship magazines and newsletters, and wrote press releases, guidebooks and promotional materials.  During a nine-year stint in his wife's native Canada, Skip worked as an interpretive tour guide in Jasper (Alberta) National Park, as a job coach in Ottawa for people 45 and older, and as Communications Director for the Saskatchewan Motion Picture Assn.  He was instrumental in creating cover letters, brochures and retention copy for two successful non-profit membership campaigns as a freelance writer and editor.  He has a degree in English: Writing from Ottawa (Kan.)
